Contracting Specialist

Clearance Required: Must be a U.S. Citizen and possess a current and active TS/SCI clearance granted by the Department of Defense or an Intelligence Community agency. Must be able to pass a Counterintelligence (CI) Polygraph.

We are looking for a highly-motivated Contract Specialist to join our team. This individual will provide the customer, specifically the contracting operations division, with responsive acquisition support that shortens the acquisition life cycle to align with the pace of technology change.

Responsibilities include, but are not limited to:
  • Analyzes projects requirements from inception to closeout and develops solutions to agency's needs
  • Responsible for business improvement services in life cycle administration and management of contracts, contract negations; proposal guidance, preparation and management assistance
  • Develops market analysis, purchase justifications, material life cycle plans, bills of material, cost estimates, and product and service oriented draft statements of work
  • Provides services to coordinate and support development of customer needs statements, Requests for Information (RFI) and Requests for Quote (RFQ)
  • Coordinates, reviews, and presents vendor responses to RFIs, RFQs and service requests, and acquisition planning
  • Prepares Request for Proposal (RFP)/ Invitation for Bid (IFB) preparation guidance, market research/ analysis, and selection and administration of terms and conditions
  • Prepares contact awards and modifications for Contracting Officer (CO) signature
  • Performs initial cost and price analysis on proposals received
  • Supports the CO during the source selection process
  • Drafts contract negotiation memoranda and contract modifications for CO
  • Supports the CO in documenting evaluation of performance, contract termination and contract closeout
  • Creates and maintains contract file folders
  • Prepares solicitation documentation
  • Reviews proposals for compliance
 
Required Qualifications:
  • Possess specific industry experience with the acquisition life cycle and associated best practices
  • Possess experience supporting and developing government procurement
  • Possess knowledge of the organization and contents of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), agency specific regulations, and be current and knowledgeable of acquisition streamlining initiatives and reforms
  • Strong understanding of the uses of the various acquisition approaches and ability to formulate documentation for the various approaches
  • Demonstrates good organization and writing skills and ability to work with customers
  • Ability to multi­-task and set priorities within a team environment
  • Excellent oral and verbal communication skills
  • Knowledge of FAR and DFARS
  • Expertise with using Microsoft tools (Outlook, Excel, Word, and PowerPoint)

Desired Qualifications:
  • Experience Level II or Level III DAWIA or FAC-C certification in the field of contracting or its equivalent is desired.

Degree Qualifications:
Requires a Bachelor's degree in a related field with at least eight (8) years of specialized experience in the acquisition field. Four (4) years of additional experience may be substituted for a degree.
