Senior Technical Project Manager

Location: Washington, DC
Job Location: Washington, DC (Joint Base Anacostia Bolling, JBAB)

Clearance Required: Must be a U.S. Citizen and possess a current and active TS/SCI clearance granted by the Department of Defense or an Intelligence Community agency. Must be able to pass a Counterintelligence (CI) Polygraph.

We are seeking a highly motivated Senior Technical Project Manager to join our team.

Responsibilities include, but are not limited to:
  • Diagnose and resolve complex performance, security, and/or technical challenges
  • Create business processes, applicable documentation, and IT strategies to advance data-centric decision making and support CIO's digital transformation
  • Provide input to enterprise data strategy implementation plans as it relates to data management, governance, definition, and lifecycle
  • Produce strategic communications (briefings, white papers, memos, etc.) that target senior Government leadership from across the DIE, DoD, and IC
  • Develop and maintain project plans and schedules
  • Track, analyze, and report on project performance
  • Develop and manage a project-level Integrated Master Schedule (IMS)
  • Establish milestones and baselines and monitor adherence to project plans and schedules
  • Identify high risk areas and present recommendations to management
  • Analyze and manage program metrics to ensure compliance with customer guidelines
  • Lead small teams in executing project tasks/activities, supervise work completion, perform quality reviews and report progress
  • Approve timesheets, assist with completing employee evaluations, interview staff, and assist with personnel management
Required Qualifications:
  • Experience managing a team of technical professionals
  • Experience with strategic communications
  • Experience planning, scheduling, and updating program activities
  • Experience identifying and performing schedule risk analysis
  • Experience establishing/maintaining schedule templates, processes, and procedures
  • Ability to work with minimal supervision
  • IT technical knowledge and experience
  • PMI PMP or equivalent certification required
Desired Qualifications:
  • Experience in supporting a digital transformation, the insertion of emerging technologies, or the evolution to a data-centric operational environment
  • IC-specific data management experience or IC-specific IT evolution experience
  • Experience in creating and applying performance measures in a multi-stakeholder environment

Degree Qualifications:
Requires a Bachelor's degree in a related field with at least ten (10) years of specialized experience for projects of similar size, scope, and complexity. Four (4) years of additional experience may be substituted for a degree.
