Clearance Required: Must be a U.S. Citizen and possess a current and active TS/SCI clearance granted by the Department of Defense or an Intelligence Community agency. Must be able to pass a Counterintelligence (CI) Polygraph.

We are seeking a highly motivated Implement Acquisition Modernization and Reform to join our team.

Responsibilities include, but are not limited to:
  • Creation of a plan that guides the rationalization activities required to identify and document processes and IT artifacts supporting the core IT services required by transforming information technology throughout the organization.
  • Identify and recommend and justify appropriate IT infrastructure management tools enabling both the collection and storage repository of EA data.
  • Lead communication efforts focused on creating the buy-in required in an organization focused on implementing disruptive and changing IT  coupled with working with the customer to identify appropriate strategies and methods that broaden and develop CIO culture to adopt future technologies and methodologies, championing IT initiatives throughout the Agency and developing an engaged and educated workforce willing to and capable of implementing and taking full advantage of emerging technologies and initiatives.
Some program specific responsibilities include:
  • Work as an IT consultant focusing on developing the plan capable of guiding the rationalization activities resulting in changes to the enterprise IT architecture infrastructure and systems by building a mindset in existing organizations and personnel so they will manage change within their organization and to the DODIIS IT enterprise.
  • Work within existing CIO organizations to direct an enduring governance process that incorporates best practices on how to best engage and lead the workforce through the process of change as the IT infrastructure, systems, services and associated governance model is assessed and restructured.
  • As the future (to be) state of the EA is documented, support assessment of a fully researched analysis of alternatives (AoA) for how to best deploy the future DODIIS data centric infrastructure.
  • Assist in creating the “as is” and the “to be” DODIIS IT enterprise consisting of infrastructure, systems, applications and services (i.e., Infrastructure as a Service, Data Center as a Service, Cloud Services, etc.).
  • Collaborate with Government staff across CIO and field customers to determine, prioritize, and document the appropriate initiative(s) for inclusion in the Implementation Plan.
  • Provide updates and ensure the understanding or clarity of process and progress to the Government staff on a weekly basis
  • Assist with multiple meetings, training, and collaboration sessions with CIO Senior Leadership Objective Champions and Initiative Owners for capturing and providing feedback for high level initiative plans, developing outcome measures and detailed plans for the future DODIIS IT enterprise.
  • Develop and present executive level briefings on findings, plans, and implementation processes as needed.

Required Qualifications:
  • Individual must possess the senior IT consultant and advisory skills to accommodate the requirements as described above. This includes highly evolved A4 analytic capabilities and understanding of the customer environment are necessary for this positions supported by a history of excellent reporting and presentation of analysis results.
  • Experience in interacting with multiple stakeholders at all levels to create agreement and “buy-in” relating to A4 strategies and initiatives.
  • Experience in developing IT architecture to DoD and Federal government mandates and standards with expertise developing briefings and associated IT documentation.
  • Ability to coordinate and organize multiple priorities and tasks to align them to a specific strategy.
  • Ability to collect information from various stakeholders and synthesize all information for consumption at multiple organizational levels to include field COCOMs.
  • Ability to develop and brief “as is” and “to be” A4 systems and associated IT architecture and to develop and explain the incremental steps required to transition from the “as is” to the “to be” infrastructure and associated systems.
  • Experience enabling workforce development to ensure the workforce remains aware and involved, supporting and implementing new developments/capabilities.
  • Proven experience with the IC, to include experience in delivering innovative industry best practices and technologies in areas.
  • Military intelligence background is a plus
  • Experience collaborating in a multi-team environment
  • Knowledge of DIA's mission, organization and methods of operations
Degree Qualifications:
Requires a Bachelor's degree in a related field with at least ten (10) years of experience providing senior-level technical expertise for projects of similar size, scope, and complexity. Four (4) years of additional experience may be substituted for a degree.
