We are seeking a highly motivated Data Analyst/Manpower Expert to join our team.

Responsibilities include, but are not limited to:
  • Required to support the new corporate billet management system by identifying best practices that can be inserted into the current force structure management processes.  Aside from day-to-day management of the force structure, the manpower expert will support the quarterly audits of all military and civilian billets.  This work requires collaboration with senior level management throughout the organization.
  • Provide analysis and expertise on current work force structure and manpower practices and identify innovative ways to become more efficient.  Provide data reports, analyze data, identify skill gaps, and conduct scenario testing.
  • Design and establish organizational charts for all directorates and special offices assigned to the organization to include subordinate and supported groups (up to and including Combatant Commands).   Design and organize blue prints to improve future performance and minimize skill gaps.
  • Execute spot audits to validate mission manager’s force structure changes.
  • Identify manpower templates to enable mission managers to support their organization while complying with Department of Defense standards (civilian and military).

Required Qualifications:
  • Data analytics skills: In support of analyzing both quantitative HR data and skills information collected via surveys/interviews, the candidate must be familiar with working with HR data/metrics and tools/methods for analyzing & drawing insights from this data.
  • Interview, focus group and survey skills: In support of the team in designing, arranging, facilitating, and examining results from manager & employee interviews, focus groups and employee surveys.  Having an I/O psychology or social science background experience would be a plus.
  • Consulting and presentation skills: Candidate must possess proven level of professional polish who can help create impactful deliverables (written materials, briefings, data visualization), and who is comfortable presenting them to client-facing audiences.
  • Familiarity with OHR or other DoD HR-based entities
  • Experience working with or leading teams in solving complex data-based problem sets.
  • Knowledge of DoD Workforce planning initiatives to work with government HR Generalists and Specialists to successfully develop, plan, manage, and execute workforce assessment, skills gap analysis, and competency assessment in creation of an agency-wide Strategic Workforce Plan
Degree Qualifications:
Requires a Bachelor's degree in a related field with at least twelve (10) years of experience providing senior-level technical expertise for projects of similar size, scope, and complexity. Four (4) years of additional experience may be substituted for a degree.
