Data SME/Data Architect

Clearance Required: Must be a U.S. Citizen and possess a current and active TS/SCI clearance granted by the Department of Defense or an Intelligence Community agency. Must be able to pass a Counterintelligence (CI) Polygraph.

We are seeking a highly motivated Data Subject Matter Expert to join our team.  The Data SME will provide assistance, guidance, and recommendations for developing, implementing, and managing a mature customer data management capability and governance that is grounded in industry best practices and aligned to applicable policies and strategic plans of the customer.  The ideal candidate will have a strong quality assurance and change management background, as well as an understanding of data lifecycles, information security, and data architecture.
 

Responsibilities include, but are not limited to:
  • Develop and provide assessments, updates, guidance and recommendations regarding the ability and maturity of available data-architecture, data-management, data-warehousing, data-policies, data-assets, and data-governances to support the development of a mature data management capability and strategic data lifecycle
  • Provide documents assessment, guidance, and recommendations regarding how the customer manages and governs data availability, data sharing, new data ingests, and data lifecycles
  • Document recommendations for improving data sharing, increasing data repurposing, and decreasing the costs associated with data management efforts
  • Perform investigations to document AS-IS data flows in existing systems
  • Provide documented assessment, updates, guidance, and recommendations regarding master data governance, roadmaps, processes, and data standards through proactive discovery, recurring SME engagement, and evaluation of current and future initiatives and capabilities
  • Provide assistance, guidance, and recommendations to various working groups which impact or support the development, implementation, and management of mature analytics capabilities
  • Create executive level reports and briefings on data architecture, data management, and data analytics for customer senior leadership
  • Document recommendations for establishing data management roles and responsibilities across the Defense Intelligence Enterprise
  • Analyze and apply data policies as they pertain to data management architecture within the Intelligence Community
  • Assist the customer in establishing enterprise governance policies and procedures to support the acquisition, use, management, and disposition of data
  • Provide documented assessment, updates, guidance, and recommendations regarding handling structured and unstructured datasets, and storing, cleaning, and fusing data for further interpretation through proactive discovery, recurring SME engagement, and evaluations of current and future initiatives and capabilities
 

Required Qualifications:
  • An understanding and at least five years of experience working in the IC
  • Possess a high level of understanding of the data management function and sub-activities (Reference DAMA) and an understanding of the work and mission of the Chief Data Office
  • Possess the data architecture skills to accommodate the requirements as described above
  • Highly evolved IT analytic capabilities and understanding of data science supported by a history of excellent reporting and presentation of analysis results
     
 
Education Qualifications:
A master's degree or equivalent in Computer Science, Engineering, Physics, Mathematics and Business Administration, or a law degree. A master's degree may be replaced with a bachelor's degree in Computer Science or related discipline, preferably awarded after 2007 and at least 12 years of related experience, including experience focused on the applications of law to the data environment
