We are seeking a highly motivated Professional Development Consultant (Content and Talent Development) to join our team.

Responsibilities include, but are not limited to:
  • Lead focus groups to assess the learning needs of the organization and to ensure the needs are effectively addressed
  • Design, develop, facilitate, and evaluate training programs and the most effective approach for training delivery
  • Work with subject matter experts to obtain and validate course content and apply instructional design theory and techniques for adult learners in the design and development of appropriate, effective curriculum
  • Customize, or oversee the customization of training content to target the needs of the organization to maximize benefits to employees, and to meet business objectives
  • Assure overall quality of the curriculum exceeds customer expectations, including all course materials, train the trainers, tools and other resources
Required Qualifications:
  • Learning Strategy, Instructional Design: Candidate must have consultant level experience as a learning strategist or organizational developer capable of creating the design and content roadmap for a Digital Academy. History of increased engagement in a learning management system, the requisite organizational change management, and examples of the ability to plan for, design, and implement a variety of learning modalities.
  • Interview, focus group and survey skills: In support of the team in designing, arranging, facilitating, and examining results from manager & employee interviews, focus groups and employee surveys.  Having an I/O psychology or social science background experience would be a plus.
  • Consulting and presentation skills: Candidate must possess proven level of professional polish who can help create impactful deliverables (written materials, briefings, data visualization), and who is comfortable presenting them to client-facing audiences.
Desired Qualifications:
  • Familiarity with the process of gap analysis and strategic workforce planning
  • History of creating a successful learning environment for a Federal Agency
  • Ability to work directly with technology and transformation specialists in identifying and crafting the content development plan
Education Qualifications:
Requires Bachelor’s degree in a related field with at least 10 years of relevant experience; 4 years of experience may be substituted for a degree
