We are seeking a highly motivated Strategic Business Analyst/Mid. Data Analysts to join our team.

Responsibilities include, but are not limited to:
  • Expertise in commercial off-the-shelf solutions with a focus in project planning, data analytics, and understanding business requirements/business process re-engineering (BPR) activities.  Experience in strategic workforce planning and understanding of Oracle PeopleSoft (myHR) are required. 
  • Support customers in assessing data and interpreting such data into recommendations and solutions that aligns to DIA's force structure and overall strategy.
  • Assist in developing, measuring, and reporting performance of business activities to fully understand business problems and opportunities for improvement.
  • Provide analytical assistance in developing, measuring, and reporting capabilities of the enterprise, key activities, and the Changes required to meet DIA business needs and strategic goals.
  • Create executive-level reports and briefings; recommendations with solutions supported by data.
  • Develop- solutions from industry research, IC partner best practices, and SME assessments.
  • Support the government in identifying both short and long-term goals/capabilities that align to DIA's strategy and mission requirements.
  • Utilize current DIA tools to include desktop and enterprise applications as much as possible to support this effort.
  • Identify, recommend, and use exploratory data analysis, statistical analysis, root-cause analysis, structured/unstructured predictive analytics, predictive modeling, optimization, and forecasting to produce actionable data-driven insights and outcomes for both time-sensitive and long­ term business questions.  Use query data for DD/DR Dashboards as well as query billet changes – complex query outputs that the current WFA team relies on the sub-contractor to get via SQL.
  • Incorporate systems security/audit guidelines in any capabilities assessed and identify gaps/issues in support of the future state.
  • Support government in analysis of current online system data and configuration on an as needed basis.
  • Must have hands-on knowledge of Oracle PeopleSoft and myHR where the bulk of the data and configurations reside.  Must possess configuration and technical expertise to access myHR without supervision.
  • Provide customer support and training to any capabilities/tools development and implemented.
  • Support SPP with change management, deliverables and maintenance activities.

Required Qualifications:
  • Individual must possess the data science skills to accommodate the requirements as described above. Highly evolved IT analytic capabilities and understanding of data science are necessary for this position, supported by a history of excellent reporting and presentation of analysis results.
  • Familiarity with OHR or other DoD HR-based entities.
  • Project Management Professional (PMP) certification is highly desired.
  • Experience working with or leading teams in solving complex data-based problem sets.
  • Knowledge of DoD Workforce planning initiatives to work with government HR Generalists and Specialists to successfully develop, plan, manage, and execute workforce assessment, skills gap analysis, and competency assessment in creation of an agency-wide Strategic Workforce Plan.
Degree Qualifications:
Requires a Bachelor's degree in a related field with at least twelve (10) years of experience providing senior-level technical expertise for projects of similar size, scope, and complexity. Four (4) years of additional experience may be substituted for a degree.
